Their wedding will take place on January 20 - the sixth anniversary of the 2012 raid when he was arrested.
Dotcom told NZME it would be "a small private ceremony".
He was arrested in January 2012 when the anti-terrorism Special Tactics Group raided the $30 million Coatesville mansion he was renting.
The raid was part of a worldwide FBI operation to shut down the Megaupload file-sharing website, which was allegedly part of a huge criminal copyright infringement operation.
Dotcom is currently awaiting extradition to the United States, along with three accomplices.
The wedding announcement comes after Dotcom reached a confidential settlement with the New Zealand police over an alleged use of "unreasonable force" in his arrest.
Dotcom and Donnelly, who is 21 years his junior, began dating almost two years ago. He blamed the US Justice Department for the collapse of his previous marriage.
