In April, Child Youth and Family was replaced by the Ministry for Vulnerable Children, following a damning review of the agency.
But the change of name hasn't changed the numbers - 5453 children are currently in the care of the state, an all-time high. The majority are of them, 3354, are Māori .
So when can we expect to see some change?
