The couple only got engaged two months ago, but a source told People the pair have already tied the knot.
"They went ahead and did it without listening to anyone," the source said.
A TMZ photo shows the pair walking into a courthouse where marriage licences are issued on Thursday.
According to TMZ Bieber was emotional during the ceremony, telling Baldwin "I can't wait to marry you, baby."
The pair are believed to be planning a bigger ceremony for later with more religious elements.
"They're going to have a big blowout, in front of God and everyone they love," a source told People.
They both attend the Hillsong Church.
