The model, now married to Justin Bieber, uploaded a close-up snap of her legs while on holiday, with the caption: "soaking up the sun."
Twitter immediately responded with accusations of blackface, claiming Hailey's complexion had been artificially darkened to the point of being problematic.
"So today the internet is mad at me for getting too tan!!! shoot!!!" she wrote on her Instagram story.
"I'll do my best not to get so much sun next time I'm on vacation!"
Social media commentators posted side-by-side images of Hailey, illustrating the contrast of her natural skin colour when compared with her vacation pictures.
"Hailey Bieber does blackface end of story," one tweet read. "My skin colour is not smth [sic] a white lady should be using as a 'tan'."
"How come a Caucasian has a tan that makes her skin darker than mine?" asked another. "Miss @haileybieber blackface isn't cute."
Others drew comparisons to Ariana Grande, who has also been called out for 'blackfishing', in which a Caucasian person appropriates the physical traits of another race.
"What in the Ariana grande is going on here????" one tweet read.
Hailey's response comes hot off the heels of another appeal to the public. Fans recently claimed her husband Justin had been watching videos of his ex Selena Gomez after he accidentally revealed his search history on social media.
"You little internet kiddos need to learn how to move on for real," she wrote.
"We're adults that have better things to do than waste time explaining something just so you can stop your delusional fantasies."
