The private sector is being called out for its lack of gender equality.
Newshub can reveal women represented 45.7 percent of state sector boards and committees at the end of 2017, a record high.
But Minister for Women Julie Anne Genter says work still needs to be done.
"This Government is extremely ambitious to ensure we have true gender equality in leadership, and we're at record-high levels, but we still want to go further," she said.
Ms Genter said the public sector is going well due to concentrated efforts to change, but the private sector has fallen behind.
"The public sector's doing very well because we've set these targets and worked towards them and we've demonstrated that of course women can do these jobs and hold leadership roles," she said.
"Unfortunately the private sector's really lagging behind."
