CCTV footage shows a car colliding with the bridge but not what happened after the collision occurred, including whether or not the car left the scene.
The New Zealand Transport Agency (NZTA) says State Highway 29A is closed from the Baypark roundabout and motorists are advised to take alternative routes.
A police dive squad investigated whether a car went into the water and NZTA say a crane is now on its way to possibly recover a vehicle.
Police are appealing to the public to come forward with any information on the incident.
