"They just walked in off the street as bold as brass," Scott told Newshub.
Scott says his wife was in the bathroom when the woman entered the office.
"[My wife] knew there was someone there, so she said 'hang on I'll be out in a minute'."
But before she came out, the alleged thief nabbed the car keys from the the office desk and jumped in the car.
"The girl just snaffled the key, put it in her pants, walked out and the car was just parked out there and she jumped in and took off with a friend," says Scott.
Police said they had yet to recover the vehicle, and were continuing to investigate.
"Police are conducting a number of enquiries, including reviewing CCTV footage from the area," a spokesperson said.
The car's number plate is HCU701.
