Some Cotton On workers claim their employers aren't ready to reopen under alert level 2 guidelines.
Two employees Newshub spoke to say they didn't feel safe working there, even under level 3 restrictions.
"We don't actually have any [safety plans for level 2]," one worker, who has asked to remain anonymous, says.
"When I got to work no one was social distancing - my manager didn't say anything."
Cotton On says they have a detailed plan including enhanced social distancing, cleaning and sanitation. It also says face masks and gloves are available for staff.
But the employee disagrees, making them doubt Cotton On is ready for level 2.
"They promised us hand sanitiser, gloves, masks, but we haven't received anything.
"Hand sanitiser matters the most because there's going to be people walking in and out of our store touching our clothes."
A second Cotton On employee Newshub spoke to is also worried about hygiene at work.
"We don't know if we're going to have gloves, masks, will our cleaning supplies turn up, we don't know how business is going to be conducted," they say.
"You don't know who's been touching what, how often it's being cleaned."
These staff aren't the only ones feeling uneasy.
The Council of Trade Unions (CTU) is running a compliance survey among workers. Of the 424 responses so far, 18 percent reported physical distancing problems, 18 percent said they hadn't seen a COVID-19 plan and 44 percent said they weren't consulted on a plan.
"Everyone has the right to work in a safe environment, and workplaces have a responsibility to ensure that their workplaces are safe for both their workers and their customers," CTU secretary Melissa Ansel-Bridges says.
Figures released to Newshub show WorkSafe has done 401 assessments of businesses under level 3. Twenty-seven notices for businesses to clean up their act have been issued.
