Crews were called to the scene just before 9am.
Fire and Emergency shift manager Murray Dunbar told Newshub the fire is out but 20 firefighters are at the scene, some are trying to remove the roof to ventilate the building.

Dunbar says others are turning over the rubbish pile.
He says a specialist team has been called in to decontaminate firefighters who have been surrounded by toxic fumes and waste.
