2:45pm - Prime Minister Jacinda Ardern has ruled out denying or charging unvaccinated Kiwis for COVID treatment.
Ardern told Australian news outlet AAP that even if the unvaccinated dominate hospitalisations, they will still have access to health care.
"We don't treat people who make health or lifestyle choices that mean they're more likely to end up in hospital, we don't treat them differently," Ardern said.
"We still want people to give the same level of treatment and care regardless of their personal beliefs."
New Zealand is currently sitting at 94 percent of the eligible population having received a single dose of the vaccine while 91 percent are fully vaccinated.
Ardern said that some of those nine percent who aren't vaccinated have probably made their decision on information that isn't correct.
"Some people are making decisions having either been targeted or in receipt of information that's just wrong," she said.
"For those who are really working hard on vaccines and encouraging vaccines, it's because we want people to be safe and the best thing we can do is get them vaccinated.
"For those who are strongly opposed to vaccines. It's because they think that's keeping people safe. So actually, what's motivating people was not often isn't ill-will.
"I hope with time we'll come through that. I hope with time people will see the benefit of vaccines, and they'll change their minds."

1:30pm - Church pastors around the country are usually preparing to host services for tomorrow - but this year many ministers get an unexpected day off.
Many congregations in Auckland and other parts of the country under the COVID-19 red setting will be celebrating Christmas online, watching pre-recorded services.
Windsor Park Baptist is among the city's larger churches and lead pastor Grant Harris said it's been a few decades since he clocked off work before the 25th.
"I've been a pastor for 20 years and this will be the first Christmas Day that I won't have to go out, some people have said don't get used to it, so it will be strange for sure," he said.
1:20pm - More from the Ministry of Health:
There were 21,338 total vaccine doses administered yesterday, including 1,413 first doses and 7,135 second doses. To date, 95% of eligible people in New Zealand have had their first dose (partially vaccinated) and 91% are double-dosed (fully vaccinated).
Hawke’s Bay and Waikato DHBs are inching closer to the 90% fully vaccinated milestone.
Hawkes Bay DHB has just 415 second doses to go and Waikato has just 1,436 second doses to go. This will soon mean 13 DHBs in total are fully vaccinated to 90 percent or higher.
Holiday reminder
No one wants to get COVID-19 (or any other illness) for Christmas, so we’re asking everyone to play their part to reduce the spread of the virus.
Anyone with any symptoms that could be COVID-19, is asked to get a test, and stay at home until they receive a negative result and are feeling better.
Testing locations nationwide can be found on the Healthpoint website.
People who are out and about today are asked to wear a mask and maintain physical distance in crowded or poorly ventilated indoor spaces and scan in using the COVID-19 Tracer app.
The vaccine remains our key defence against all variants of COVID-19, including Omicron. We continue to ask everyone who is eligible to get vaccinated, including people who are now eligible for a booster dose.

12:25pm - Over the past two years, we've all become armchair experts about the virus. We know how to tell how fast it's spreading, how you get it and what you can do to protect yourself.
But it's time for people to think about another virus you don't have to worry about so much.
There's another infection you can't see, but almost certainly can feel, and perhaps even want to catch - Christmas joy.
Morning Report spoke to a couple of pandemic experts, starting with Otago University epidemiologist Professor Michael Baker.
"The reproduction number is the number of cases that each case typically infects, it's actually driven by the contact rate, the risk of transmission per contact, and how long you're infectious for," he said.

The COVID-19 update is expected to be delivered at 1pm. It will be the final statement until Boxing Day, with no new data to be provided on Christmas Day.
It comes amid concerns that Kiwis travelling out of COVID-19 hotspots could be taking the virus with them as they set off to lower vaccinated areas, like Northland and Tairawhiti.
