Two men have been charged with organising fights at an Oranga Tamariki secure youth facility in Wiri, south Auckland.
Newshub first broke news of the fights after obtaining video of the MMA-style brawl last month.
The two men, aged 22 and 23, are charged with ill treatment/neglect of a child under 18, according to a police statement released to Newshub.
A police spokesman said officers are continuing to investigate the incident.
"As matters are before the Court we are limited in further comment, however, we cannot rule out further charges being laid as a result of the investigation."
The two men appeared in court on Wednesday and were both given name suppression.
The video shows two young men unleashing on one another, egged on by fellow residents. One is knocked down and called an expletive for not getting to his feet. He fights on, but is violently knocked down again and can't get up.
The Government department has been in the headlines over the last couple of months with major questions about the culture within its facilities.
Since Newshub revealed footage of the fight, Oranga Tamariki has confirmed 13 staff have been removed from the agency over a range of incidents, including those that prompted former Police Commissioner Mike Bush's review of the agency.
It led to the agency and Children's Minister Kelvin Davis facing heavy criticism.
Davis was grilled on AM last month about whether he would take responsibility for issues occurring under his watch.
He wouldn't take responsibility but said the Labour Government is addressing the issues.
"That's what we're doing, we're owning it by saying we suspect there are problems and we're going out and fixing it," he said.
"I am responsible for making sure that the children of New Zealand are safe and by having this review and finding the problems and fixing them, that is taking responsibility."
But the ACT Party called for Davis to resign over the agency's failures, saying he was "missing in action".
Oranga Tamariki in the headlines
The fight at Oranga Tamariki was just one of a number of high-profile incidents that have plagued the agency.
A few days before the fight, there was a 40-hour standoff at the same facility with five armed teenagers who escaped onto the roof. That came to an end when they were given KFC and McDonald's.
A week earlier, five other teenagers also escaped and made it onto the roof at the Te Puna Wai o Tuhinapo youth justice facility near Christchurch. They caused significant damage and a staff member suffered a fractured wrist. They also spent the night on the roof before also receiving fast food to end the stand-off.
Four days before that, it was revealed two staff members were removed from the residences after allegations of inappropriate and sexual behaviour surfaced.
