Cost of living payment: Why not every Kiwi will get money at same time

The Government's final $116 cost of living payment will arrive in eligible New Zealanders' bank accounts on Monday, but not every Kiwi will get their lot of money at the same time.

The third payment will mean eligible New Zealanders should have received $350 all up from the Government since the start of August - $116.67 on August 1, $116.67 on September 1, and now $116.66 on October 1.

Data from Friday shows 1.443 million people received the first payment and 1.387 million people got the second. All up that's more than $330 million paid out.

That's a lot of payments, so IRD staggers them throughout the day. It might explain why some people receive their money before others. People with a credit union account will also not receive their payment until Tuesday.

The cost of living payment is paid automatically, meaning people don't need to sign up or file an application form to receive it. 

But the payment isn't going to everyone. There is a set of criteria people should check to ensure they're eligible. It includes being aged 18 or over, having an income of $70,000 or less over the past financial year, not being eligible for the Winter Energy Payment and also being present in New Zealand.

IRD also needs people's bank accounts in order to pay the money. More than 75,000 eligible people still haven't given IRD their bank account details and therefore risk missing out on the payment. 

Those who are meant to receive the payment should have received correspondence from IRD on Sunday telling them they qualify and which bank account it is going into. Once the money arrives, it will show in people's bank accounts as 'CostOfLiving'.

IRD will continue to check if people who have not received the payment are eligible until March 31, 2023. 

New Zealanders can opt out of receiving the payment. That can be done by logging into myIR. However, once someone has opted out, they cannot change their mind. If someone receives the payment but then doesn't want it, it can be returned.

There was criticism following the first cost of living payment as it went to some foreigners and expat Kiwis overseas. IRD said in August an ineligible person may have received the payment if they hadn't told IRD they had left the country and if they had received income into a New Zealand bank account from the likes of bank interest.

Ahead of the second payment, the Government brought in new screening checks to ensure people are in New Zealand, as the eligibility criteria requires. Those checks include checking to see if an overseas IP address had been used to log in to IRD's website or if a non-resident individual income tax return had been filed.
