Meanwhile Labour is refusing to reveal its plans saying it hasn't finalised its policy yet. Although Finance Minister Grant Robertson confirmed on Tuesday it wouldn't be scrapping the top tax rate - as National would.
Experts have sounded the alarm over tax cuts in the wake of the UK's economic troubles and Robertson said balancing tax cuts with necessary investment is a careful equation.
