Children's Minister Kelvin Davis says it's "a good question" how Oranga Tamariki staff involved in fight footage inside a youth justice facility came to be hired in the first place.
Appearing on Newshub Nation, Davis said he felt "a range of emotions" when he saw the footage - mainly shock, anger and sadness.
Earlier this week, Newshub exclusively revealed footage of a fight between children at Auckland's Korowai Manaaki Youth Justice Residence.
Oranga Tamariki has since confirmed 13 staff have been removed from the agency in recent weeks, including those who prompted former Police Commissioner Mike Bush's review of the agency.
Newshub Nation host Rebecca Wright on Saturday grilled Davis over who recruited and vetted the staff involved in the fight footage.
"Yeah, that's a good question and so that's something the review is going to look at," he said.
"I don't know how many people have applied, how many have not got the jobs because they haven't had the right personality traits so that's something that I really want to look at - to make sure we've got the right person employed there, doing the right thing."
