Christopher Luxon will make his first official trip overseas as Prime Minister on Wednesday, flying to Sydney for a meeting with Prime Minister Anthony Albanese.
But Luxon said at his post-Cabinet press conference on Monday that it was unclear how he will get to Australia - on the breakdown-prone Defence Force Boeing 757 planes or on a commerical plane.
He said that was "incredibly frustrating."
Luxon said he said options were being worked through and he hoped it would be clear on Tuesday.
The Prime Minister was in Australia last week, but for personal reasons. He was attending his daughter's graduation from the University of Melbourne.
In a statement, Luxon said Albanese was one of the first international leaders he spoke with after the election and he was looking forward to discussions with him.
"The Coalition Government will be engaging internationally with new urgency and intensity, to invest in relationships, increase prosperity and enhance our security," said Luxon.
"That starts with Australia, New Zealand’s most important partner and only ally. We are deeply connected on every level and on every issue and have strong people-to-people ties.
"New Zealand is committed to working together with Australia to support a stable and secure Indo-Pacific region. I look forward to discussing our close security and defence relationship"
Luxon said the two countries' economies were interlinked and he was looking forward to improving the business environment on both sides of the Tasman.
He will be meeting with "key investors in New Zealand" while in Sydney "to hear how we can help them thrive".
