After a horror start to the year for farm accidents, safety advocates say the message still isn't getting through to farmers.
Six people died within six days, the majority in farm vehicle crashes.
Head of general inspectorate at Worksafe, Jo Pugh told Rural Exchange that it had shocked staff.
"All of my inspectors are absolutely gutted about what's happened," said Pugh.
She said farmers needed to manage risks better.
"Everywhere we go we hear that health and safety is common sense but everyone makes mistakes.
"We seem to think it is not going to happen to us."
