More than 2000 Vodafone staff have been offered voluntary redundancy, but the company doesn't expect all of them to take it.
It follows reports last year the company was seeking to cut around 400 roles, a rumour that was initially denied. The company currently employs 2700 people in New Zealand.
Vodafone plans to make an announcement on the restructure by the end of the month.
Craig Young is the CEO of Telecommunications Users Association of New Zealand and says the reshape is needed to survive in an increasingly competitive market.
He spoke to Duncan Garner on The AM Show.
