The Kiwis will not play tests in 2020, due to the global COVID-19 pandemic.
NZ Rugby League had scheduled games against Australia and Tonga, but chief executive Greg Peters has confirmed that international travel restrictions have made that impossible.
Peters says concerns over player welfare after a congested NRL season also came into consideration.
With the proposed 2021 Rugby League World Cup in England on the horizon, Peters has taken a cautious approach over the demands the NZRL could put on players, who have already spent long periods away from family this year.
"There's no point, in a lead-up year to what is going to be a massive year next year, to play a test match. It's just not feasible to expect people to quarantine for one month in total, for a one-week campaign.
"It is costly and it's not realistic on the people themselves."
New Zealand will likely play their next test in June, before the World Cup in October and November.
Peters says NZRL will take a significant financial hit without an international programme, but he hopes the NZ women may still take the field.
"Kiwi Ferns will face Fetu Samoa hopefully in early November, if the Auckland situation continues to improve, and we can build a doubleheader match around that, so that's exciting because it would be the only live rugby league content in New Zealand this year."
