Hundreds of infringement notices were issued on Saturday night as police targeted illegal road activity.
About 100 cars were involved in the illegal activity, with police interrupting six skid meets in Christchurch and two in Rolleston.
Police clocked the motorbike travelling south along State Highway 1 on Sunday.
Two people were seriously injured in the crash.
Claims the camera had been installed as a revenue-gathering exercise are being denied.
One person has been taken to Auckland Hospital.
The road remains blocked and police advise motorists to avoid the area.
"This incident is a direct impact of their actions and tragically a life has been lost."
