A video posted on social media showing a Texas man dragging his dog behind his motorised wheelchair has gained widespread attention around the world.
On Wednesday evening, Melissa Torrez was leaving her home in Mission when she spotted her neighbour committing what she says was an act of animal cruelty.
"I turn around, I see him dragging his dog from the middle of street all the way to second driveway. I'm out of my car yelling at him, asking him, 'What are you doing? What's wrong with you?'" she explained.
"And he just keeps telling me to mind my own business, [saying] it's his dog [and] he can do whatever he wants."
The video has since gone viral - but Ms Torrez said when she first saw it, it really upset her.
"A lot of people told me I should've cut the dog's leash, I should've taken the dog, push him off his wheelchair. I wanted to do all those things, but I had to think with my mind and not my emotions," she said.
Ms Torrez reported the incident to Mission Police after recording the video. Mario Cardona, 59, was then arrested and charged with animal cruelty.
"He voluntarily came along. We know Mr Cardona and he's a unique individual," explained Lieutenant Jody Tittle.
Animal Control was ordered to remove a female German Shepherd from Mr Cardona's home.
Mission Police say they received hundreds of calls from concerned residents, which prompted their quick action.
Mr Cardona remains behind bars at the Hidalgo County Jail with his bond set at US$10,000 (NZ$13,957).
