In last week's budget, US$1.6 billion (NZ$2.2 billion) of US taxpayer money was included, which Trump said was a down payment on the wall.
He also suggested that The Pentagon pay for the estimated US$25 billion wall.
Ms Reid said even Vice President Mike Pence told a crowd that "when it comes to building a wall, we're going to build it all".
