Women who have small breasts have been classified as having a physical defect by Russia's advertising watchdog.
The Federal Anti-Monopoly Service (FAS) received a complaint accusing a construction company of sexism over its advertisement, which showed an image of a woman dressed in her underwear measuring her chest.
The advertisement said the company had 'small prices and lots of complexes'.
The FAS ruled the advertisement had violated federal laws by projecting an offensive image of a woman, The Moscow Time reports.
However the ruling also added that an "expert council found that the advertisement points to physical defects in women (small breasts)," which could have led to the backlash.
Anti-sexism blogger Nastya Krasilnikova blasted the decision.
"I wouldn't be surprised if the Federal Antimonopoly Service staff don't even suspect that there's anything wrong or offensive to women about how they handled this," she said.
"Probably, the person who wrote this thinks it's perfectly obvious that a small chest is a physical disability".
