It comes after a hot air balloon carrying three couples last week was blown off course and caught in trees before landing in Melbourne's north-east.
Earlier this year, a hot air balloon filled with tourists came down rapidly at Dixons Creek, about 25km outside Melbourne.
Passengers were thrown from the basket after the balloon stalled at around 500m, before descending rapidly and making a hard landing.
